BACKGROUND

Globalization indicated by rapid advances in technology and information is very influential in human civilization far beyond the reach of previous thought. Along with these developments the need for an educational ecosystem that is in harmony with innovations from the industrial revolution 4.0 and outcome-based education requires the adjustment and improvement of skills and competency needs of the 21st Century (4C), learning flexibility, synergies with partners for developing competencies and utilizing technology digital for learning and dissemination.

The program of Freedom to Learn launched by the Minister of Education and Culture of the Republic of Indonesia to encourage intelligent and capable Indonesian people to act independently without being ordered. Learning is resulted from intrinsic motivation led by needs to learn not because requirements to pass the National Examination. The concept of high reasoning is the foundation of Superior Human Resources. The innovation and development of this technology must be able to be followed even stimulated by the development of education, especially vocational education.
